1932 › Herbert Hoover (Republican) › Gold standard and currency basis
Hold the gold standard and the 'honest dollar'; no fiat money, no 'rubber dollar' price-fixing

Solution
Keep the United States on gold and the dollar 'ringing true'; reject greenback issues (the Patman bonus-currency bill), price-level mandates to the Federal Reserve, and inflation; use Federal Reserve changes (Glass-Steagall of Feb. 1932) to free gold for commercial use instead.
Rationale
Long-term American debts are written in gold, so leaving gold would crush debtors and savers; 'He who tampers with the currency robs labor of its bread'; the Treasury was told in 1931 it could not hold gold 'for 2 weeks longer' without action.
Statements (9)
The Republican Party established and will continue to uphold the gold standard and will oppose any measure which will undermine the government's credit or impair the integrity of our national currency. Relief by currency inflation is unsound in principle and dishonest in results.
Our views upon sound currency require no elucidation. They are indelibly a part of Republican history and policies. We have affirmed them by preventing the Democratic majority in the House from effecting wild schemes of uncontrolled inflation in the last 4 months.
However, we determined that we would not enter the morass of using the printing press for currency or bonds. All human experience has demonstrated that that path once taken cannot be stopped, and that the moral integrity of the Government would be sacrificed because ultimately both currency and bonds must become valueless.
We decided, if necessary, upon changes in the Federal Reserve System which would make our gold active in commercial use, and that we would keep the American dollar ringing true in every city in America and every country in the world.
They passed a price-fixing bill creating what might be colloquially called the "rubber dollar." I opposed that also.
We have fought a great battle to maintain the stability of the American dollar, the stability of our exchange. We have fought in order that we might protect the working people of the United States.
Tampering with the currency has become a perennial policy of the Democratic Party. The Republican Party has had to repel that many times before now. In the absence of any declaration by the Democratic candidate on this subject during 7 weeks of this campaign, no delayed promise now can efface that policy.
In our special situation today the issuance of greenbacks means the immediate departure of this country from the gold standard, as there could be no provision for the redemption of such currency into gold.
We have long since determined that there can be but one standard of monetary value and that is gold, but yet we should restore silver to greater use for subsidiary coinage and other purposes in those countries which traditionally have used it and to do it without undermining the gold standard.

Hoover lost the election; the pledge could not be tested in office. The opposite policy followed: gold embargo (April 1933), abrogation of gold clauses (June 1933), devaluation (January 1934) and silver purchase (June 1934).
