Senator from Idaho 1907–40; progressive isolationist; chairman of Foreign Relations 1924–33; ran in the 1936 Republican primaries against the 'Old Guard' and lost the nomination to Landon.

Entered the 1936 primaries to wrest the party from the eastern 'Old Guard' and monopoly; won Wisconsin's delegates but was beaten by the Taft slate in Ohio (May 12), which ended his chances. Declined to bolt; supported Landon tepidly.
